What is a Business Improvement District?
A designated geographic area where local stakeholders oversee and fund their commercial district’s maintenance, improvement, and promotion.
BIDs uphold vibrant, clean, and safe districts. They deliver services and improvements above and beyond those typically provided by the City.
The BID is established by a referendum vote with support of over 50% of existing property owners.
Each BID is run by a non-for-profit organization with a Board of Directors elected by members in the district.
The board must include property owners, merchants, residents, and representatives of local elected officials.
The Board is in charge of making key decisions about programs and services, budget, goals, policies and staffing.
Make Parkville the Destination.

Hands on Hartford
small business owners in the BID
non-profit leaders in the BID
Funded through a surcharge to regular property tax
Serves the residents, seniors and business owners in Parkville
