What is a Business Improvement District?

  • A designated geographic area where local stakeholders oversee and fund their commercial district’s maintenance, improvement, and promotion.

  • BIDs uphold vibrant, clean, and safe districts. They deliver services and improvements above and beyond those typically provided by the City.

  • The BID is established by a referendum vote with support of over 50% of existing property owners.

  • Each BID is run by a Board of Directors elected by members in the district.

  • The board must include property owners, merchants, residents, and representatives of local elected officials.

  • The Board is in charge of making key decisions about programs and services, budget, goals, policies and staffing.

  • Once the BID is established, owners of one-, two-, and three-family homes may submit their written request to be excluded from the district and the special assessment to the City Clerk of Hartford.

How can I vote?

  • If passed, the Parkville BID will be funded by a modest 2-mill special assessment on each property.

    • For example, a $100,000 assessed property would pay $200 per year to the BID to help pay for these critical benefits.

  • The referendum requires the support of a majority of property owners, so your participation is essential for moving our neighborhood forward.

  • Ballots must be returned by mail or in person to the Hartford City Clerk’s Office by 5 PM on May 30, 2025.

    • Missing ballot: If you have not received a ballot, please call the Hartford City Clerk’s office at 860-757-9752 for a replacement ballot.
